What is Normalcy Bias?

Back in 1983, when AIDS started to be big in the news coming out of cities like San Francisco, New York and Los Angeles, a lot of gay people in other countries thought that this is was just "an American thing". Even in the Bay Area, in places outside of San Francisco where the crisis was just getting started, guys continued going to the baths and having unsafe sex (at that time no one knew what was safe and what wasn't - any old enough to remember?). In hindsight, it seems like a majority of guys were victims of their own normalcy bias, while a certain percentage of gay men were alarmed by the appearance of AIDS.
